MEP Faces Expulsion Over Moscow Trip

Fernand Kartheiser, a Luxembourgish Member of the European Parliament (MEP) and former diplomat, is set to be expelled from the European Conservatives and Reformists (ECR) group after organising an independent visit to Moscow, a move his party colleagues say crosses a political “red line.”
Kartheiser is currently in the Russian capital at the invitation of the State Duma, where he is holding discussions with members of the Russian government and Parliament on topics including bilateral relations, Russia’s involvement in international organisations, and the ongoing war in Ukraine.
In an interview with Euronews ahead of the trip, Kartheiser defended his actions, saying: “Given that the European Parliament is blocking MEPs’ diplomatic efforts to meet with the Russian Federation, I am funding this mission to Moscow myself.”
His explanation has done little to appease ECR leaders, who are firmly aligned with Ukraine. The group has strongly condemned Russia’s invasion and has consistently called for unwavering support to Kyiv.
“By travelling to Putin’s Russia, Fernand Kartheiser has crossed a red line for the ECR Group. We will take decisive action to terminate his group membership as soon as possible,” said co-chairmen Nicola Procaccini and Patryk Jaki in a joint statement to Euronews.
Kartheiser’s expulsion could be made official as early as next week during a group meeting, although attendance in Brussels is currently low. According to internal rules, an absolute majority of ECR members must vote in favour of removal for the action to proceed.
In a written statement, an ECR spokesperson reiterated the group’s stance: “We continue to emphasise our backing for the sovereignty, territorial integrity, defence and independence of Ukraine.”
The visit has sparked criticism not only for its timing, as Russia’s war in Ukraine continues, but also for potentially undermining EU unity on foreign policy. Kartheiser’s actions have further isolated him within the ECR, a group that has consistently advocated strong transatlantic cooperation and firm opposition to Russian aggression.
