Small Cannabis Clubs Should Be Able To Cultivate Weed In Grow Tents – Releaf
Maltese cannabis lobby group Releaf has questioned the regulatory framework for cannabis associations that continues to mimic and replicate requirements adopted within the medicinal cannabis market.
While welcoming the latest directives of the cannabis regulator ARUC, Releaf suggested that over-regulation might defeat the purpose of harm reduction while this regulation itself might drive people towards the black market.
They said that small cannabis associations (under 100 members) should be able to cultivate cannabis in grow tents and therefore not incur additional and unnecessary costs related to permits and other requirements as provided by ARUC.
They also questioned why Cannabis Harm Reduction Associations (CHRAs) and their members will have to sign a declaration that the product obtained has no medical value considering the product is intended for recreational use.
Releaf Malta also highlighted how apart from the licensing fee, the rules haven’t distinguished CHRAs according to their size, calling for a more flexible, hybrid and transparent approach to regulation.
“An overly bureaucratic approach incurs a financial burden that is nonexistent in the illicit market, automatically barring certain groups and individuals, and directly hindering the reform,” they said.
“If we truly believe in social justice for people who use cannabis, now is the time to ensure that the regulatory framework, licensing process and technical design do not create new injustices”
