The Greenpeace report on “climate tickets” highlights the growing trend of such ticketing systems in Europe.

Climate tickets are defined as affordable, long-term tickets valid for all means of public transport in a country or region. By making public transport accessible and affordable, people are encouraged to switch from private cars to greener mobility options, ultimately helping to combat the climate crisis.

The study evaluated ticketing systems in the 27 EU member countries, as well as Norway, Switzerland, and the UK, focusing on aspects such as simplicity, pricing, discounts for socially disadvantaged groups, and the VAT rate.

Luxembourg, scoring full points, became the first European country to make all public transport – including trains – free of charge. Malta followed in second place with 88 out of 100 points.

As of October last year, the island nation made all public transport, except express bus lines and ferries, free of charge.

In terms of city ranking, Dublin, London, Amsterdam, and Paris recorded the lowest scores while Valletta, Luxembourg, and Tallinn scored full points (100).

The environmental organization urges countries to reduce or abolish VAT on public transport as a vital first step in making tickets more affordable.
