Santa Luċija Green Lung Threatened By Five-Storey Development

A sizeable green lung in the quiet locality of Santa Luċija is being threatened by a “massive” five-story development application.

The application was filed by architectural and design studio X,Y,Z Architecture & Design, which is run by Labour Party Deputy Leader Daniel Micallef, on behalf of applicant Anton Camilleri.

The site in question is located in a sloping area, touching Triq Katerina Vitale, Triq il-Fortizza, and Triq L-Istefanotis.

The proposal includes the excavation of two levels of underground parking, resulting in a total of 75 garages, and the construction of apartments facing three streets and public space, consisting of five maisonettes, 36 apartments and seven penthouses.

Concerned residents are currently urging people all over Malta to object to the development, with representations being accepted until 22nd September.

Activist group Moviment Graffitti appealed for citizens to register their objections to the development, which is almost five times as dense in square metres as the average building in the area.

“This development should not be approved since it would gobble up an unprecedented amount of land in the area for an intensive development that will severely threaten the quality of life of all Santa Luċija residents,” it said on social media.

The development is objectionable for a number of reasons, with the current proposal even exceeding the height limitation on all four facades due to being situated on a slope.

The application also runs counter to Urban Objective UO 3.6 of the Strategic Plan for Environment and Development, due to failing to adhere to appropriate building height and development density.

“A similar proposal filed in 2020 located mere metres from the site in question, was also rejected due to similar infringements that also apply to these plans. In fact, the current proposal is 7.5 times larger than the one refused.”

Graffitti also addressed the psychological impact that would be inflicted on residents of the area, which is mainly made up of elderly people and young families.
