Malta Introduces Stricter Rules For Pet Groomers

The 2024 regulations for operating pet grooming establishments in Malta aim to establish standards ensuring animal welfare. Currently unregulated, these establishments must now register with the Animal Welfare Directorate (AWD) within two months of the regulations coming into effect in September, with a one-year transitional period to meet the requirements.

Registration will be renewed annually, and AWD will publish a list of registered establishments.

Key Requirements for Grooming Establishments

  1. Animal Health Control Programme: Establishments must have an appropriate programme in place.
  2. Qualified Personnel: Only qualified personnel with a clean conduct record regarding the Animal Welfare Act (CAP 439) can operate.
  3. Animal First Aid Certification: At least one staff member must be certified in Animal First Aid.
  4. Record Keeping: Detailed records must be kept for a minimum of one year, including service details, microchip numbers and owner and pet information.
  5. Minimum Establishment Requirements:
    • CCTV cameras with a 10-day retention period.
    • Animal enclosures in line with Keeping of Dogs regulations (SL 439.21).
    • Suitable emergency precautions.

Administrative Penalties

Non-compliance with these regulations will result in administrative penalties, ensuring adherence to the new standards and safeguarding animal welfare in Malta.
