Agreement For Improved Protection And Preservation Of Floriana’s Fosos

Minister for the National Heritage Owen Bonnici and Minister Stefan Zrinzo Azzopardi presided over an agreement aimed at enhancing the protection and maintenance of the Fosos in Floriana.

The agreement focuses on safeguarding the seventy-six capitals and the paving stones that make up this iconic site for the Maltese, Gozitans, and tourists. The agreement was signed between the Department of Restoration and Preservation, the Lands Authority, and the Floriana Local Council.

In his speech, Minister Bonnici explained that the Fosos cover nearly ten thousand square meters and have always served as a venue for mass events. He emphasised the government’s commitment to facilitating activities that attract large crowds, particularly artistic ones, while being mindful of the need to prevent potential damage to the Fosos. Meetings with the Floriana Local Council highlighted the need for enhanced safeguards for this historic site.

The agreement ensures that the space will continue to be used as it always has been, while implementing necessary precautions to prevent damage and detailing the steps and responsibilities for repairs if any damage occurs. Minister Bonnici praised the cooperation of the agreement’s parties.

As preparatory work, the Department of Restoration and Preservation conducted an information-gathering exercise on the current condition of the Fosos, each of the seventy-six capitals, and the paving stones. This information will form the basis for inspections before and after every event planned at the Fosos.

Minister Stefan Zrinzo Azzopardi noted that the agreement will lead to stronger collaboration between the Lands Authority, the Floriana Local Council, and the Directorate of Restoration to better protect this historic square. The agreement strengthens existing processes to protect this government space during public events.

This initiative reflects a strengthened collaboration between the Lands Authority and the Local Council, with hopes of similar future collaborations for the better maintenance of public spaces used for mass events and spectacles.

The Fosos in Floriana, now known as Saint Publius Square, are synonymous with many events that form crucial parts of not just Floriana’s but Malta’s history. Built by the Knights of Saint John and used for grain storage, the Fosos were fundamental in providing sustenance during some of Malta’s most challenging times, including World War II. Their historical importance is recognised by their scheduling and the highest level of legal protection.
