Maltese Among Least Likely To Live In Other EU Countries

Less than one percent of Maltese citizens currently live in another EU member state, according to 2024 figures from Eurostat.

That amounts to only 0.92% of Malta’s population — the lowest rate of EU citizens living elsewhere in the bloc among all 27 countries.

The European Parliament visualised the data as part of a campaign celebrating EU citizens’ right to live and work in any member state.

In contrast to Malta, other countries show significantly higher rates. Romania leads with 3.1 million citizens residing in other EU states, accounting for 16.28% of its population. Croatia, Bulgaria, Portugal, Luxembourg, and Lithuania also rank high by proportion.

The Maltese figure stands out for both its low absolute number and its minimal share of the population, especially given the country’s access to free movement, strong language proficiency, and full EU rights.
