‘They Had Money For Fake Consultancies But Not For Teachers,’ David Casa Says In Light Of NAO Report
Maltese MEP David Casa has spoken out about the report that deemed the nature of independent MP Rosianne Cutajar’s employment at ITS as “fraudulent”.
“Rosianne said that she’d pig out if she saw everyone else doing it. They had money for a fake consultancy but not for teachers,” Casa said, referring to the recent teacher’s strike that was triggered by unsatisfactory financial packages offered by the government to the Malta Union of Teachers.
A National Audit Office report concluded that there was little evidence of the work undertaken by Cutajar during her eight-month tenure as an ITS consultant.
“Although the NAO acknowledges that not all duties and functions generate documentation, ordinarily, knowledge-based work results in the creation of considerable traces of activity. These records of evidence generally assume the form of correspondence, reports drawn or reviewed, and records of events and meetings attended,” the report reads.
“Of concern to the NAO was that the employment of the Consultant generated no such traces of activity, casting doubt on what work was carried out.”
The report went on to call the nature of the employment “irregular and fraudulent”, saying that the lack of evidence of work carried out reinforces the office’s understanding of negligence in the utilisation of public funds”.
During the eight-month period of Cutajar’s employment, she earned a gross income of €19,195. Cutajar then resigned in January 2020 following her appointment to Cabinet as parliamentary secretary for equality.
