Watch: A Landmark Achievement For Equality As European Disability Card Set For Implementation

Just a year after European Commissioner for Equality Helena Dalli launched a proposal for a European Disability Card which would ensure their holder freer movement within the EU, this idea is set to be put into action.

The Council and the European Parliament have just reached an agreement on the European Disability Card and the European Parking Card for persons with disabilities, a card which will help “facilitate the mobility of persons with disabilities”.

Member states will have a two-year period to integrate the directive’s provisions into national legislation before it becomes enforceable in three years’ time.

Dalli told Lovin Malta that the cards established under the directive ensure that “no matter where in the EU one may be, the European Disability Care would ensure that whether a cardholder is in their country or any of the other EU countries, they will be entitled to the same special conditions and preferential treatment in accessing services”.

This would include “transport, cultural events, or leisure activities,” she continued.

Since Malta was a participant country in the Disability Card pilot project alongside eight EU Member States, the country is already acquainted with the concept of the Disability Card. According to Dalli, “what is new therefore is that it is now permanent, mandated by law and applicable in all member states across the EU”.   

“It doesn’t matter if one is a card holder from Spain travelling in Poland or a Polish resident, the card will guarantee access on the same terms. Free entry, reduced tariffs, priority access, personal assistance, mobility aid, and tailored support are some of the practical benefits each card holder will enjoy,” Dalli continued.

At present, individuals with disabilities may face obstacles in accessing the special accommodations and privileges they receive in their home country when travelling to other EU member states. The European Disability Card will serve as official documentation of disability status across the EU.

Enhancements to the existing European Parking Card will ensure that individuals with disabilities can enjoy equal parking privileges in any member state. These improvements will incorporate advanced security measures to deter counterfeiting and fraudulent activity.

Significantly, the new Directive will grant individuals with disabilities and their advocates the authority to pursue legal recourse under national legislation in cases where their rights as outlined by the directive are violated.
