BCA Contends It Inspected Birkirkara Site 38 Times Since Scaffolding Collapse Incident

Malta’s Building and Construction Authority (BCA) has inspected the Birkirkara building site which was at the centre of a shocking video at least 38 times since the incident in question.
The video depicts the immediate aftermath of a scaffolding collapsing down the front of a house. Although the incident happened last October, the family is still traumatised by the sounds of the ongoing development.
“The developer was issued with two written warnings to stop work and take preventive measures due to water infiltration to third parties,” the BCA told Lovin Malta.
“The Authority’s inspectors took the responsibility by giving instructions where needed and continued to follow the case. Every instruction that was given to the developer was followed,” emphasised the BCA.
The BCA is currently blocking the applicant’s bank guarantee due to damage done to third parties.
“It should be noted that the mentioned incident took place on 29th October of last year. After this date, the enforcement regulations continued to be strengthened through the amendments to the regulations on the management of construction sites which now came under the responsibility of the BCA.”
Other initiatives that are being taken in the direction towards more seriousness, responsibility and higher quality in the field of construction include the Licensing of Contractors and the reform of the Masons’ Licence.
