Nationalist MEP David Casa has published a leaked report by the Financial Analysis Intelligence Unit into the mysterious Dubai company 17 Black.

By law, the publication of FIAU investigations is punishable with five years’ imprisonment and a fine of up to €116,468.

However, Casa said it was his duty to publish it after Tourism Minister Konrad Mizzi said that the Egrant inquiry absolved himself of wrongdoing.

“This is in order for the Maltese public to know what Joseph Muscat has been trying to keep secret for the past year,” Casa said.

According to an email by Nexia BT partner Karl Cini, leaked to the Panama Papers, 17 Black and another Dubai company were supposed to transfer large sums of money to the offshore companies of Mizzi and the Prime Minister’s chief of staff Keith Schembri.

The leaked FIAU report, details of which were released to the Daphne Project a few months ago, found that 17 Black had received at least €1.1 million from an Azeri citizen through ABLV – a Latvian bank that was shut down by the European Central Bank out of serious money laundering concerns. It received another €161,000 from the Maltese agent of the tanker supplying LNG to the Delimara power station.

The report concludes that a reasonable suspicion of money laundering or the existence of proceeds of crime subsists and that the intelligence gathered should be investigated by the police for any action they may consider appropriate.

It is unknown how the report ended up in Casa’s possession.
