Emails From Clayton Bartolo’s Wife Focused On Minister’s Calendar And Meetings

Robert Abela stressed that Amanda Muscat sent “loads of emails” to defend her work as a consultant to her partner, Minister Clayton Bartolo, but he left out an important detail.

In his report, Standards Commissioner Joseph Camilleri said he analysed the emails that Muscat sent and received to get a clearer picture of what her consultancy job entailed.

“It seems that she remained responsible for a lot of administrative work and she was Minister Bartolo’s de facto personal assistant,” Camilleri wrote.

“Among other things, she had received emails from third parties for the minister’s attention, she took care of the minister’s calendar, she asked for information from third parties related to meetings with the minister, and sent information to third parties on the minister’s direction.”

“Her everyday work, as emerges from her emails, doesn’t give the impression that she used to carry out consultancy work.”

“There is no example or reference to any report, article or written contribution by Mrs Muscat in relation to policy or strategy.”

He added that email evidence shows her job barely changed when she was moved to the Ministry of Gozo as a policy consultant. In some emails, she even referred to herself to third parties as the contact person for the Tourism Ministry and she was also copied in emails sent by the Office of the Prime Minister to Bartolo.

This basically implies that she remained in her original role as Bartolo’s private secretary but on a much higher salary, €62,000 under Bartolo and €68,000 under Clint Camilleri.
