Ex-Labour MP Silvio Grixti Involved In Massive Benefit Claiming Fraud Scheme
An extensive benefits fraud scheme involving former Labour MP Silvio Grixti has been revealed in a recent Times of Malta report. Within Labour circles, hundreds of fraudulent serious disability claims have emerged, involving even the Office of the Prime Minister (OPM). Here is a detailed look at the alarming details of the case that may end up costing the government millions.
Grixti, a well-known family physician, reportedly submitted falsified medical records, enabling applicants to earn monthly social benefits for serious disabilities they did not have, according to the evidence. Participants would get an average monthly payment of €450.
Epilepsy was the most common “severe disability” claimed, and an electroencephalogram (EEG) report and faked certification from neurologists or psychiatrists were required. Additionally, falsified Transport Malta declarations would state that the applicants had given up their driver’s licenses, which is a necessity for persons who frequently have epileptic fits.
Some claims say that Labour ministers, their assistants, and even representatives from the Prime Minister’s office recommended them to Grixti. Grixti has not yet been charged, but several claimants are already dealing with the legal repercussions; the majority have admitted responsibility and agreed to refund the stolen funds.
Grixti resigned from parliament in December 2021 after police questioning and has declined to comment on the issue. Legal advice is being provided to him by lawyers Franco Debono and Arthur Azzopardi.
Two sources close to the ongoing investigation suggest that the total number of false disability claims could reach around 800. If accurate, the cost to the government would exceed €4.3 million in just one year.
Despite the evidence, the OPM has denied any irregularities. Owen Bonnici, a minister named by one claimant, has also vehemently denied any involvement.
Many claimants, when apprehended, pointed out their dire financial conditions exacerbated by the COVID pandemic as a reason for their participation. Some even described Grixti as a “guardian angel” who presented an easy solution to their financial woes.
Most claimants are now facing legal consequences, and some have criticized the government for betraying them. Jason Azzopardi, a defense lawyer for some accused, has criticized the authorities for not going after the “big fish.”
