Gozitan Valley Under Threat From Development After Plans For ODZ House Submitted To Planning Authority

Malta’s controversial rural policy has reared its head once again after plans to develop a terraced house in a Gozitan valley were submitted to the Planning Authority.

The development lying on a cliff’s edge in Żebbuġ is in an area within ODZ and was submitted by Eucharisto Grech, through architect Alexander Bigeni.

The rural policy, which is currently subject to review, regulates building outside the development zone, however, it has left gaping loopholes for speculation on green land.

Just last week, the PA board approved the conversion of a small roofless dwelling nestled in a Qala valley into a villa for Joseph Portelli, the property magnate behind the Mercury House and Pender projects.

Portelli voluntarily withdrew the plans following widespread criticism. However, it has since been revealed that one PA board member, Alfred Pule is a business partner of Portelli. Pule has since resigned over the conflict of interest.

Meanwhile, the husband of PA board member Elizabeth Ellul has worked for Portelli in the past, serving as the architect on the proposed crypto tower in Paceville. Those plans were submitted by Clifton Cassar, Portelli’s business partner.
