Although the clip depicts some metal barriers encircling the pavement below, the area remained partially open.

“An unsecured load, no ropes on the sides, no nets, nothing. Just a few pallets beneath to balance the act, while lives stroll below. I thought we had learned, but no, we never will,” Rossignaud wrote.

“This is shameful and beyond belief, then we cry when people are killed, then we beg for public inquiries, then we protest and all in vain, because nothing will ever fix our sick mentality.”

“Passing laws without enforcement is useless. I keep seeing this video over and over again and I cannot believe the ignorance, the lack of awareness, respect towards innocent passers-by below,” he continued.

Although the site is under the ownership of Fortina Investments, the contracting company accountable for the crates has yet to be confirmed.

According to Times of Malta, a spokesperson for Fortina Investments admitted that the area had not been properly secured when the crates of jablo were being lifted.

The Fortina representative reportedly said that a security guard was usually onsite to redirect pedestrians and apologised “for the oversight”.

According to the newsroom, a representative from the Occupational Health and Safety Authority (OHSA), the morning after they received notification of the video, a team was dispatched on site to inspect the situation.

On Monday afternoon, the spokesperson reportedly said that the OHSA officers had uncovered “several additional concerns” during the sire inspection and were subsequently conducting further inquiries.
