Ministry Clarifies: Circus Orfei Breached Animal Welfare Laws, Permit Revoked

Videos shared online by local animal rights group Vuċi Għal-Annimali caused a major stir after showing what appeared to be an animal circus performance taking place at Montekristo Estate.
The clips, sparked a wave of public outrage, with many calling the use of animals for entertainment outdated, unethical, and unacceptable. Commenters flooded social media, urging authorities to step in and take action, while others questioned how such performances are still happening in Malta in 2025.
Following the backlash, the Animal Welfare Directorate launched an on-site inspection and confirmed that the event did in fact feature animal circus acts, which are illegal under Maltese law.

In a statement, the Ministry for Agriculture, Fisheries and Animal Rights clarified that the organisers had only been given permission for an equestrian dressage and equine arts show, not a circus performance. Once the illegal activity was confirmed, the permit was revoked, and enforcement actions are now underway.
The Ministry emphasised that no approval was ever granted to Circus Orfei for an animal circus, reminding the public that the use of animals in circuses is banned under the Animal Welfare Act, which prohibits animals being used for performances or training in such settings.
Meanwhile, Vuċi Għal-Annimali celebrated the decision online, thanking everyone who spoke up, shared posts, and contacted authorities to demand action.

They also warned that anyone attending or supporting the circus would now be taking part in an illegal activity, urging the public to report any animal exploitation or related breaches to the authorities.
Activists said they’ll continue to monitor the situation closely to ensure the decision is fully enforced, calling it a powerful reminder of what happens when the community raises its voice.
The Ministry reiterated its commitment to enforcing animal welfare laws and thanked the public for its vigilance and cooperation in helping protect animals across Malta.
