Prime Minister, Cabinet, President And Judges Set For Pay Increases Next Year

Malta’s ministers are set to see their pay packets grow next year, according to the budget estimates published on Monday, thanks to a collective agreement that increased salaries across the public service.

The agreement, signed in November 2024, granted a €1.3 billion pay bump to 33,000 public service workers, alongside improved working conditions as reported by Times of Malta.

It came into force at the start of this year, and now it’s trickling up to the country’s top roles, including cabinet ministers, the prime minister, the leader of the opposition, the president, and members of the judiciary, all of whose salaries are pegged to the highest civil service pay scale.

Under the new figures, the top civil service scale rises from €50,356 this year to €51,893 in 2026. That means the Prime Minister, whose pay is set at 125% of the top scale, will move from just under €63,000 to almost €64,900.

Cabinet ministers, pegged at 110% of the top scale, will see their salaries jump from around €55,400 to just over €57,000, while the Speaker of the House gets a similar raise.

The Leader of the Opposition will now earn just under €52,000, up by a little over €1,500. The President will see her salary increase by roughly €2,600, and the Chief Justice and judges will all get about €2,000 extra.

The revised figures drew quick criticism from the PN, who noted that the €4.66 COLA increase for citizens pales in comparison to the nearly €1,700 ministers’ raise.

This isn’t the first time collective agreements have sparked questions over top public officials’ pay.

In 2019, the Standards Commissioner investigated complaints that Cabinet salaries had been secretly raised, only to find the increases stemmed from a publicised collective agreement signed two years prior.
