Site Technical Officer Proposals Uncovers ‘Utter Lack Of Understanding’ By Authorities, Malta’s Engineering Union Says

The government’s decision to consider electrical or mechanical engineers as eligible for the post of Site Technical Officer exposes “the utter lack of understanding of the Authorities” of disciplines crucial to the construction industry, according to Malta’s Association for Professional Engineers. 

The move to include all engineers as site technical officers formed part of the controversial reform that was spurred on by the collapse of three buildings in under two months. 

STOs have been central to issues with the crucial role still creating confusion amongst stakeholders.

“Electrical and Mechanical Engineers are competent in specialisations pertaining to Electrical and Mechanical Engineering only. These are distinctly separate and in many cases unrelated to the requirements in the fields of Architecture and Civil Engineering,” Malta’s Association for Professional Engineers said in a statement. 

“Any Electrical or Mechanical Engineer who exercises the function of a Site Technical Officer as mentioned in various media statements will be acting outside their area of competence thus losing any protection provided by the Law,” they continued.

MAPA are determined to adhere to the stipulations of the Engineering Profession.
