Malta Leads EU Stats With Highest Immigration Rate Per Capita (2023)

Malta has emerged as the EU’s leading destination for immigrants according to Eurostat (2023). Malta recorded the highest immigration rate, with 76 immigrants per 1,000 residents, followed by Cyprus at 43. Conversely, Slovakia and France had the lowest immigration rates, with just 1 and 6 per 1,000 residents, respectively.
In 2023, the European Union welcomed 4.3 million immigrants from non-EU countries, marking a 17.9% decline from the previous year’s total of 5.3 million. Additionally, intra-EU migration saw 1.5 million individuals relocating between member states.
When examining the origins of these immigrants, Luxembourg had the highest percentage, with 85.7% coming from other EU nations, while Slovakia also reported a significant share at 57.5%. In contrast, Czechia and Lithuania noted the lowest proportions of EU immigrants, at 8.5% and 11.1%, respectively. Notably, these figures do not account for asylum seekers and refugees from Ukraine who are offered temporary protection in certain countries.
