Malta Ranks Among The Top 5 Most Powerful Passports In The World For 2025

Malta has officially tied for 5th place in the Nomad Passport Index 2025, sharing the spot with Italy in a global ranking of the world’s most powerful passports.

The index, compiled annually by tax and immigration consultancy Nomad Capitalist, takes a broader view than most rankings. Instead of focusing solely on visa-free travel, it evaluates passports using five key criteria: visa-free access, tax obligations, personal freedom, global perception and the ability to hold dual citizenship.

That mix is designed to give people a better understanding of the “true value” of a passport, whether they’re looking to relocate, invest, or explore dual nationality options.

This year, Ireland took the top spot for the first time, thanks to its strong international reputation, business-friendly tax policies and citizenship flexibility. European countries dominated the top 10 overall, with Switzerland, Luxembourg, Sweden and now Malta all securing leading positions.

Malta’s placement in the top five highlights the passport’s strength when it comes to global mobility, freedom of movement, and citizenship flexibility. It also reflects the country’s positive international standing, especially in areas like taxation and individual liberties.

According to the index, Malta continues to outperform much larger countries, offering a level of global access and lifestyle perks that make its passport one of the most desirable in the world.
