Malta’s Second Interconnector Gets Sicily’s Green Light
Sicily has officially approved Malta’s second interconnector project (IC2), bringing the ambitious initiative one step closer to reality.
The milestone approval, known as the Intesa Finale, signifies Sicily’s green light for the project and sets the stage for final authorisation from Italy’s Ministry of Environment and Energy Security (MASE).
Earlier this year, MASE completed a consultation process with positive outcomes.
Energy Minister Dr. Miriam Dalli welcomed the news, expressing her gratitude to the President of the Sicilian Region, Dr. Renato Schifani, for his support.
“The second interconnector is a critical enabler of our electricity vision, aimed at achieving a sustainable energy future. It will help increase renewable energy’s share and drive Malta’s decarbonisation efforts,” said Minister Dalli.
The IC2 project involves the development of a 122-kilometre, high-voltage alternating current electrical cable interconnection, including a 99-kilometre submarine cable.
Once complete, it will double Malta’s electricity connectivity to mainland Europe, ensuring greater energy stability and supporting green initiatives.
While awaiting the final nod from MASE, Interconnect Malta (ICM) has been preparing for the project’s implementation.
Last week, a Prior Information Notice (PIN) was issued for the manufacturing and installation of a 132kV variable shunt reactor for Malta’s Magħtab Terminal Station, a critical component of the IC2 infrastructure.
ICM CEO Inġ. Ismail D’Amato highlighted the importance of Sicily’s approval, stating, “This positive outcome brings us one step closer to securing the necessary development permit in Italy. It is a key enabler for advancing the execution of IC2, which is now entering the implementation phase.”
The IC2 project has been designated as an ‘Operation of Strategic Importance’ under Malta’s 2021-2027 Programme.
It is co-financed by the European Union through the European Regional Development Fund (ERDF), with an allocation of €165 million—more than half of the total investment cost of approximately €300 million.
The project aligns with EU objectives for clean and fair energy transitions and smart energy systems.
Established in 2021, Interconnect Malta Ltd (ICM) is a government-owned entity under the Ministry for the Environment, Energy, and the Regeneration of the Grand Harbour.

With Sicily’s approval in hand, Malta’s IC2 project is now closer than ever to breaking ground.
