Moviment Graffitti Disrupts Budget Speech, Throws Memes At Parliament In Protest Against ‘Developers’ Dictatorship’
Moviment Graffitti staged a dramatic interruption during the Budget speech, throwing papers into the air towards Parliament featuring satirical images of Prime Minister Robert Abela, edited to show that the PM will do anything to please developer Anton Camilleri “Tal-Franċiż” and another referencing “the reign of the developers.”
The activist group’s bold move aimed to call out what they see as the government’s prioritisation of powerful developers over the public’s welfare and Malta’s environment.

In a statement, Moviment Graffitti explained their action, pointing to what they describe as a “state of emergency” where “powerful interests” are impacting politics, environmental protections, and planning laws across Malta. They highlighted examples of controversial developments, such as illegal pools in Qala, apartments in Sannat, and expansive projects in Birżebbuġa, where enforcement on illegal constructions has reportedly been lax.
The group’s frustration comes amid recent changes to planning regulations, which they argue only serve influential developers like Anton Camilleri, owner of Villa Rosa. “After years of ignoring thousands of residents, these changes cater not to the public, but to developers,” they stated.
Moviment Graffitti calls their protest a stand against “the developers’ dictatorship,” pledging to continue their fight for reform that respects Malta’s environment, quality of life, and the future of its residents.
