Former OPM Chief of Staff Keith Schembri and ex-Minister Konrad Mizzi are expected to be arraigned this morning following the conclusion of a magisterial inquiry into the 17 Black scandal.

The inquiry, led by Magistrate Charmaine Galea since 2018, has reportedly found sufficient evidence to prosecute the former high-ranking officials.

While specific charges have not been disclosed yet, leaked emails have previously indicated that Yorgen Fenech’s company, 17 Black, was identified as a primary source of funds for Schembri’s and Mizzi’s offshore Panama companies.

It is believed that a number of individuals are set to be formally charged later today.
