Silvio Grixti To Be Charged Over Disability Benefits Racket Later This Month
Doctor and former Labour MP Silvio Grixti is expected to be charged in court later this month over his role in the disability benefits racket that defrauded the government of millions of euros.
Grixti was questioned by the police over his connection to the case last November, and soon he will be charged alongside four others, sources confirmed.
The arraignment is scheduled for 22nd March before Magistrate Leonard Caruana.
The other four suspects are Roger Agius (45), Luke Saliba (33), Emmanuel Spagnol (69), and Dustin Caruana (36).
It’s suspected that Agius, Grixti’s driver, played a major role in the racket while Spagnol may have served as a fixer, according to Times of Malta. Investigators believe that Caruana was a runner and Saliba is suspected to have perpetuated the fraud through his IT skills.
Last year, it was revealed that Grixti provided false medical documents to hundreds of people to help them receive monthly severe disability benefits they were not entitled to, allegedly as political favours.
The fraudulent scheme lasted years and recipients received around €450 per month. This defrauded the government of millions of euros.
People who were not disabled were being granted eligibility for these monetary benefits within minutes while others endured months of application procedures.
Investigations into the matter began in October 2021, two months prior to Grixti’s resignation from Parliament, after an email raised suspicion on several individuals presenting forged medical certificates to claim benefits.
Many people receiving the benefits have been interrogated and actually charged in court. Some recipients even told authorities they were referred to Grixti by a PL minister, Labour politicians’ aides, and customer care officials from the Office of the Prime Minister.
Meanwhile, some claimants told the police that they acquired forged documents from people other than Grixti.
However, the OPM denies any involvement in the scandal and Prime Minister Robert Abela declared that “no sitting MP” is involved in the racket,
Grixti would allegedly give potential claimants an envelope containing medical documents that certified the patient to be suffering from a severe disability by consultants.
Many of these documents are suspected to have been forged, in fact, medical specialists and consultants named in the documents have told police they had never signed off on the documents of these claimants, nor had they ever seen them.
These envelopes would then be given to a panel of experts during an interview to determine whether or not the patient is eligible for the benefits.
Within the documents, there were also false Transport Malta declarations stating that the claimant had surrendered their driver’s license for those alleging they suffer from frequent epileptic fits – one of the disabilities that entitle claimants to the Severe Disability benefits.
