Watch: ‘I Would Hand The Phone To Joseph’ – Keith Schembri Discusses PL’s Voter Chasing Strategy

In an interview on Ricky Caruana’s podcast, former OPM chief of staff Keith Schembri delved into the ground game strategy that he and former Prime Minister Joseph Muscat had deployed to reach as many potential voters as possible.

Schembri said that the ground game, involving an extensive customer care team, was key to the PL’s massive electoral victories under Muscat.

“They would look at everyone and start ticking people off. Ok, Person A and Person B are going to vote for us but we need to check up on Person C, so we would send someone from their district to speak to them. Ok, he’s with us now, great. And you keep slimming down the list until there are only around 1,000 cases left.

Schembri said that when the list of discontent voters dropped to about a thousand, he, Muscat, and a small team would personally contact them one by one.

“If I was unable to convince them myself, I would pass the phone to Joseph, and it would work,” Schembri said.

Schembri said that most people’s complaints were relatively “minor” –  things like having to jump through hoops to build a simple window, dealing with banking bureaucracy, or a pastizzeria owner grumbling about a parking camera installed outside his shop.
