Delimara Construction Illegalities Rage On Despite Multiple Enforcement Notices

The illegalities inflicted on the scenic Delimara peninsula are nothing new. However, after being reported, sanctioned, and warned – the blatant planning law infringements continue to rage on.

The series of illegal structures were reported back in 2016 by the Times of Malta warning the public of the theft of public land and drawing to light an enforcement notice that was served by the Planning Authority (PA).

It was issued to the owner of the field at St Peter’s Pool, who was using it commercially as a car park and had built illegal rooms selling drinks and other services.

Nonetheless, last year, The Shift News revealed that, within the last decade, 20 enforcement notices were filed against two individuals – Carl and Rita Bonnici – yet the area remains the same.

And now, Lovin Malta received aerial footage and imagery of some of the Delimara illegalities – it’s pertinent to not forget the rampant construction abuse found all throughout the island.

Among the details revealed through the Shift News’ investigation is the fact that the PA claims that the illegal development that received the aforementioned enforcement notice in 2016 has been removed. Yet, photos show that it remains.

Moreover, the enforcement notices have been piling on the most recent one being served in 2022.

Besides construction, the area is known for illegal hunting and trapping.

An illegal car park is also present in the agricultural field – it costs €3 to use and includes a towing warning if cars stay later than 8pm.

Like the bar, the car park has been reported repeatedly since at least 2015.

In fact, between 2015 and 2016, Times of Malta highlighted seven sites infested with illegalities.

These include rooms converted into houses near il-Kalanka tal Gidien, a yard located between Kalanka and St Peter’s Pool, the unauthorised parking area and bar, and two development that were transformed into villas a short distance away from the bar.

Moreover, a handful of the multiple enforcement notices in the area remain active while despite others being labelled as closed, there has been little change in the site.
