Latest Proposal Could Make Solar Panels Mandatory For All New Maltese Buildings

In a step towards a “greener future”, the government has proposed a policy that could make solar panels a mandatory installation on all new buildings starting from 2024.

This proposal has currently been put forward for public consultation, welcoming public and professional opinions until 26th July 2023.

The Ministry for Public Works and Planning, along with the Building and Construction Authority (BCA), published this proposal on 14th June 2023.

This proposal, known as Document F, was developed following a series of detailed studies mandated by the EU directives. Document F is divided into three distinct parts.

Parts 1 and 2 discuss energy performance requirements for dwellings and non-dwellings respectively, setting the parameters for new buildings and those undergoing significant renovations.

Part 3 outlines the requirements for technical systems within buildings, covering the overall energy efficiency of heating, cooling, domestic hot water, and lighting systems.

The proposals are supposed to be in alignment with the goals established by the European Green Deal, aiming to attain buildings that produce zero or near-zero emissions.

As per the new proposal, solar panels and solar water heating would become mandatory for all new construction projects, provided there is solar potential. If a site lacks solar potential, a heat pump for water heating would become a requirement.

The document also suggests an increase in energy performance standards for all new and renovated dwellings.

It calls for enhanced insulation requirements for roofs, walls, and floors and recommends the introduction of an overall energy performance certificate for building categories not currently subject to this requirement.
