Report Claims Fenech Acted As Witness On €2.5 Million Property Deal Involving Montenegro Windfarm’s Turab Musayev

Yorgen Fenech allegedly acted as the witness on €2.5 million a property deal involving Turab Musayev, the former Electrogas shareholder linked to a controversial Enemalta purchase of a Montenegrin windfarm, a report by The Times of Malta has claimed.

Documents reportedly seen by The Times of Malta revealed that the deal happened just months after the Enemalta deal, which saw the energy provider purchase a windfarm from Cifidex for  €10.3 million, which had just been bought for €2.9 million two weeks prior.

According to Reuters and the Daphne Caruana Galizia foundation, the other company linked to the deal, Cifidex, is allegedly connected to Turab Musayev, a former ElectroGas director. The €2.9 million was funded through Fenech’s 17 Black.

The property is located in Holland Park Gardens and was allegedly purchased five months after the deal. 

Musayev denies any wrongdoing and did not respond to a request for comment.

The deal is subject to a magisterial inquiry and has been linked to other damning allegations.

Chen Cheng had reportedly given a presentation to the Enemalta Board in 2014 in regards to the Montenegro project, where he named a company, Cifidex, as the sole agent for the project, even though the company was still a year away from purchasing the shares.

Cheng’s mother-in-law owns Macbridge, the other target company beyond 17 Black that was meant to funnel millions to Konrad Mizzi and Keith Schembri’s offshore accounts. Mizzi was expelled from the Labour Party because of the scandal.

Enemalta still owns the wind farm, which was opened by Muscat in November 2019, shortly before he was forced out of office following Fenech’s arrest.

The deal is also subject to a police and Europol investigation, while Montenegrin MPs have opened up their own inquiry, which is near completion.
